Scope of Services

Program Management & Owner Representation

  • Establish the overall management framework and project execution plan.

  • Serve as the primary coordination point between leadership and the project team.

  • Maintain project priorities, decision tracking, issue escalation, and risk management.

  • Coordinate architects, engineers, consultants, contractors, and other stakeholders.

  • Provide clear recommendations and decision support to leadership.

Investigation & Corrective Action Planning

  • Coordinate the initial investigative program and required professional disciplines.

  • Organize findings into a practical Corrective Action Plan.

  • Establish repair priorities, recommended sequencing, and decision points.

  • Coordinate development of a refined planning budget and construction phasing.

Consultant & Contractor Procurement

  • Define scopes of work and procurement packages.

  • Identify qualified firms and coordinate solicitations.

  • Review and level qualifications, technical approaches, scope, and fees.

  • Coordinate interviews and provide objective recommendations.

  • Support scope and commercial negotiations while preserving Client selection authority.

Design Management & Regulatory Coordination

  • Monitor design development for alignment with scope, budget, schedule, and project objectives.

  • Provide design-assist / document audits when appropriate.

  • Coordinate overall LPC/DOB approval activities with retained licensed professionals.

  • Track required permits, special inspections, and regulatory milestones.

Construction Phase Owner Representation

  • ​Monitor progress, cost, schedule, procurement, changes, and major project risks.

  • Coordinate with the design and construction teams and escalate matters requiring Owner decisions.

  • Review significant proposals, change issues, and project impacts on behalf of the Client.

  • Maintain focus on scope, schedule, procurement, and cost through completion.

Project Closeout & Operational Requirements

  • Coordinate completion tracking and punch-list activities.

  • Monitor financial closeout and outstanding commitments.

  • Coordinate operational readiness and turnover requirements with Client leadership prior to completion.

  • Support the transition from the construction team to normal operations, including access, security, life-safety, maintenance, and facility management requirements.

  • Establish a post-completion deficiency and warranty process to track outstanding items and contractor responsibilities after completion.
